Free for Jira sites with up to 10 users. Above that, US$1.20 per user per month, for every user on the site — Atlassian bills by your Jira site's user count, and the per-user rate drops as it grows. No feature gates — reporting on custom fields is on every plan, because it's the point of the product.

The volume discount is automatic — US$1.00 per user to 250, US$0.80 to 1,000, US$0.65 to 2,500, stepping down to about US$0.21 at the top band. Atlassian applies the right rate from your user count; there's nothing to choose
